This is an area that has no flood protection levee from Lake Pontchartrain, so there were no levees to break. New Orleans and Jefferson stayed dry but water seeks its own level and had to go somewhere as it was being pushed in from the Gulf so this is where it went--WHERE THERE WAS NO LEVEE.
